Update UEC for use on LTS

Registered by Al Stone on 2011-03-23

Current LTS (Lucid, aka 10.04) uses older UEC packages. What I'd like to get to is a set of the latest UEC packages, including tools such as cobbler and ensemble, and get them all backported for use on LTS
