A unified way for testing TripleO based deployments with Tempest

TripleO testing automation spread over several different repositories. It introduced a couple of issues:

* Maintaing duplicated code accross different reposistories
* The projects are coupled with a specific CI or deployment framework
* Confusion to new contributors regarding where to add a new piece of code

This repository aims to provide a unified way for testing TripleO based deployments by decoupling the testing automation code.
It will allow users using different deployment tools such as tripleo-quickstart, Infrared or manual to run the testing workflow in an automated manner.

This repo will focus on Tempest framework for testing TripleO.
