Design and implement an API that allows building of OpenStack images from scratch.
We have that. Do you mean a RESTful API? If so, we have that via sdakes heat template :). Perhaps you should raise this on the mail list where we can hav a discussion / etherpad too, and we can turn it into a spec when there is some shared understanding of the problem.
