Switch overcloud to using keystone v3

Currently the overcloud is deploying with keystone v2.0 used/specified in all the services configurations, and in the overcloudrc credentials file itself. We have keystone v3 enabled, and if users wish to start fully utilising things like domains, federations, groups, they need a fully v3 enabled overcloud.

Not to mention that v2 has been officially depreciated for a while now, so we should move off it sooner rather than later
