Enable os-net-config to flag ifcfg files for use by NetworkManager

Today os-net-config writes NM_CONTROLLED=no in every ifcfg file, rendering NetworkManager practically disabled in favor of the network service. This change would add a flag on a per-interface basis to allow setting NM_CONTROLLED=yes, as well as add a command-line parameter to make NM_CONTROLLED=yes the default. This will allow the flexibility to use NetworkManager in the future if desired. This may be a dependency for Containers, so it is best to add the feature now but leave the defaults as-is.
