Add support for neutron DVR
We need to add support for Neutron DVR deployments. In addition to configuration changes, this requires deploying routing agents on compute nodes.

Note: This is dependent on the composable roles changes being merged.
(shardy) - please clarify if you just need composable services, or if we need to support fully composable roles (e.g additional node types) - if it's the latter then a spec would be a good idea so we can fully define the split of services.
(beagles) - I think a spec is a good idea in this case. While the underlying configurations are relatively straightforward, running up an L3 agent on a compute node and the requisite additional network access (external) is worthy of a spec just to keep all of the details straight.
