Networks Management

The goal is to provide Networks management functionality in TripleO provided by Mistral actions/workflows.

Networks management is supposed to work the same as Roles management [1]: Available networks are defined in 'networks directory' in deployment plan (tripleo-heat-templates), networks used in deployment and their configuration is stored in network_data.yaml object in deployment plan container in Swift.

This is umbrella blueprint, all networks management work should be referenced as a dependecy of this blueprint.
