Enable multiple overclouds

We need to investigate the options wrt managing multiple overclouds with a single undercloud. In theory heat can just deploy another stack, but there is complexity around validation, and we need to weigh the options around very comprehensive validation (e.g of network ranges) vs requiring nodes be physically separated (e.g via switch configuration other than for provisioning).

I've started writing some docs around this feature, based on downstream attempts: https://review.openstack.org/368840. Got stuck with this, however.

This is somewhat superseded by https://blueprints.launchpad.net/tripleo/+spec/override-network-name - lets fix that and raise more focussed bugs or blueprints for further improvements to supporting multiple overclouds, as it' s basically already possible
