Add homogenous multibackend support for manila

Manila supports being deployed with multiple back ends, heterogenous (ex: NetApp+CephFS+Dell-EMC) or homogenous (ex: CephFS-NFS+CephFS-native, or NetApp+NetApp, etc.). However, there is to be no straightforward support for configuring backends of the same kind with TripleO.
