Replace OVS bridges with linux bridges in network templates

Upgrading OpenvSwitch can break connectivity so using OVS bridges for traffic like the control plane, external and internal networks where it isn't strictly required makes upgrading an overcloud difficult, requiring varying extra steps depending on the versions involved. We should create some "best practices" documentation around where linux bridges should be used instead of ovs bridges and plan a migration of the example network templates to linux bridges.
