Expectations:

Update existing ListRolesAction at https://github.com/openstack/tripleo-common/blob/master/tripleo_common/actions/plan.py to get the data from roles_data.yaml instead of the current way.

The action should be kept backwards-compatible and return a list of role names at it does now.
