[TripleO UI] Implement support for listing environment parameters

TripleO UI is supposed to provide ability to list parameters relevant to a specific environment.
1. get environment file contents from swift (call swift API)
2. parse yaml content to get list of resources and parameters in parameter defaults and store them in form state
3. use selector to fetch parameters for environment resources, add parameters included in parameter_defaults and which are not included in resources
