Enhance plan creation/update to consume plan-environment

Plan creation and plan update workflows need to be enhanced so that they consume and process the newly introduced plan-environment.json file. Upon detection of this file in the Swift container, the file should be processed to create/update the Mistral environment using the file's contents. After this, the file should be deleted, so as not so interfere with any possible subsequent updates.
