Deprecate the workflow_tasks in favor of external_deploy_tasks

Deprecate the workflow_tasks in favor of external_deploy_tasks. This can be done once skydive, octavia, and ceph-ansible are all switched over to use external_deploy_tasks.

workflow_tasks won't be supported with config-download.
