Allow composable roles to be written in any software deployment language

Currently if you wish to implement your own composable role, the actual software deployment part has to be done in puppet, to follow the framework we have already setup with puppet.

It would be good to allow composable roles to be written that can use any language supported by heat (script, puppet, chef, ansible, salt) so that operators have greater flexibility implementing their own downstream roles for their own purposes
