Show info on currently deployed stack resources in Deployment Status step

This blueprint adds more information to the Deployment Status step on the Plan page. In addition to showing the total progress of the deployment, all resources with the CREATE_IN_PROGRESS flag should be shown as a comma-separated string.
Since the updates are retrieved by polling heat, the frequency of the requests needs to be increased, while adding a check to make sure only one request is made at a time.
If a deployment is failed, the failed resources should be shown as well.
