cascaded image synced when firstly using the image launch vm

This is another option of glance-cascading.
When launch vm in a cascaded openstack and no certain image existed, then the image first syned from the cascading, and then launch the vm with this image.
The next time when launch vm using the same image, there is no need to sync.
