Support network resource provision in local Neutron

Support network resource provision in local Neutron server, so even though central Neutron server is down, local only network resources that don't require cross-Neutron connectivity can still be managed. Also, since local only resources are directly managed by local Neutron server, load on central Neutron server is reduced.
