Resource routing

In order to dispatch resource operation request to the proper local Neutron, we need a resource routing table, which maps a resource from the central Neutron to local Neutron where it's located.
When user issues a resource update, query or delete request, central Neutron will capture this request and extract resource id from the request, then dispatch the request to target local Neutron on the basis of the routing table.
