Dynamic pod binding

In Tricircle, one availability zone (AZ) can include more than one bottom OpenStack instance, i.e., more than one pod. A project should be bound to one pod during a period, so that the volume and VM provisioning can be co-located in the same pod in this period if there are multiple pods in the AZ.
