Combine bridge network

Current two-bridge-network solution to support cross-OpenStack layer-3 networking has some problems when supporting DVR and shared VxLAN network. We propose to combine the bridge networks into one and adjust the way bridge network is attached to the router. The detailed discussion of the problems and proposals can be found in the specification. We also show some layer-3 networking use cases the Tricircle can support after the proposed changes in the specification.
