infra - Port HideCI feature from openstack

openstack-infra/config has a feature that hides testing comments, and instead provides a table at the top of the review with the latest test results. There is also a toggle button to see all the hidden comments.
Just comprised of a javascript file that is invoked from the GerritSiteHeader.
