Need to be able to scale dtm beyond 128 nodes.

Testing is needed to verify that the TM can scale beyond 128 nodes and to support large numbers of regions. The original TM code supported no more than 512 RMs. This limit has been removed, but no testing has been performed to ensure other limits have not been imposed and to ensure near linear scale as the number of TMs and regions is increased.
