Consider converting C++ TM code to Java

Currently the core code in the TM is implemented in C++. Consider reimplementing this code in Java for consistency across the product. Java should make dtm more acceptable to the HBase development community.
While the core dtm code is still in C++, this code is not large and it may be time to consider converting this to Java.
