Upgrade DTM to HBase 0.98

Modify DTM to run on HBase 0.98. Currently our HBase 0.94 based implementation uses subclassing of the HRegion to implement transaction support within the region. HBase 0.98 provides additional coprocessor support sufficient to move our transaction support from subclasses to endpoint coprocessors. In addition, HLOG now provides extensions which can be used to replace our THLOG implementation. Given the size of work needed to port THLOG to 0.98, it makes sense to switch to HLOG at this time.
