Simple Internet Tunneling

Until we have a nation-wide RF network, it will be necessary to build internet tunnels to get the network going. The TNCNG should always prefer an RF route over an Internet Route. Currently with the 44/8 this is not simple because the route is centralize. TNCNG will need to have IPV6 to allow direct connections.
