Secure Registration to get CALLSIGN.HAM

Hams should be able to register theirselves under the .ham TLD. Somehow we need to make it so only registered HAMs can do this. All they are really doing is registering theirselves as the NS records (glue) for their $CALLSIGN.ham. There should be no real root. We need some other kind of p2p root file distribution system.
