Distributed Root Zone File

We want the .ham TLD to be decentralized as possbile, but we don't want people calling back to my server for each NS, nor do we want one server to be in charge and dependent on it. Perhaps we can just push the zone file down to everyone, or possibly a pull or p2p protocol to share the zone file to make each TNCNG totally independent.
