Periodic database cleanup

Thoth needs to be able to prune old pastes after a pre-determined time, taking into account a possible setting to make the paste immutable, or to remove it quicker than the pre-determined time. This can be handled by a LoopingCall within the twisted reactor. Also with this functionality it would probably also be a good idea to run a vacuum on the sqlite database.
