Xml Request Response is not supported for volume actions test

This blueprint goal is to provide support of xml Request/Response for volume actions test (test_volumes_actions.py) .
Formerly these test only provide json request/response.

This feature will be implemented in another Blueprint- https://blueprints.launchpad.net/tempest/+spec/test-cases-for-xml
