Make the tests covering Swift middlewares optional

Object storage tests that cover Swift middlewares will fail if these middlewares aren't activated. There should be a way to skip these tests accordingly. This is already done for:

* Account Quotas
* Container Quotas
* Crossdomain

It should be done for these remaining middlewares

* formpost
* test_container_staticweb.py
* test_healthcheck.py
* test_object_temp_url.py
