Create scenario tests for the Neutron Provider Networking API extension

Currently, Tempest only tests scenarios where the Neutron L3 agent provides connectivity to instances. This only is one of many different networking deployment models that is supported by Neutron. Tempest should also have scenario tests for networks that are created using the Provider Networking API extension.
