style issues can happen because of 100 of reasons.
Some cases root cause is not even network failure.
For example the server does not booted bacuse

Many race type issue observed so far related to netwoking including n-net and neutron,
which lead to following ending not working conditions:
- In-proper int-br vlan tag settings
- In-proper dnsmask settings (multiple overlapping or missing entry)
- Missing floating IP SNAT/DNAT rules
- Accidentally deleted router from the L3 agent
- In-proper security group usage
- Not started metadata / dnsmask service
- ...
Using only one bug for all these issues is not useful,
the issue needs to be distinguished at least by the ending not working state.
