Enable master to run against havana

There is a proposal to stop branching tempest an ensure that master can run against supported stable branches. This proposal imposes additional restrictions on how tempest tests can be changed or added. A significant number of changes were made to tempest between havana and icehouse that would not have been allowed under this new proposal. It is still desirable to run master against havana so some changes need to be made.
