lbaas api tests do not verify all important information

In API tests for LBaaS not all information is checked that is required.
For example, test_show_* check only equality of name and id; test_associate_disassociate_health_monitor_with_pool does not check that pool contains healthmonitor after associating and that it does not contain it after disassociating.
Also there are no negative tests such as tests that check that member/vip is not created if pool does not exist.
All this tests should be corrected or created.
