Devstack is not able to deploy a cloud without v2 atm, it's planned for the liberty cycle. Until that's available we cannot resume work on this bp.

This has been driven by the keystone team now. There is a non-voting job available for v3 only: gate-tempest-dsvm-neutron-identity-v3-only-full-nv but it's still non-voting.

I would close this one since it's not under QA domain anymore.
