deploy custom network topologies

On neutron implemented network, add new test cases to demo the underline openstack neutron service can support following topologies that most neutron customers will use:
1. flat network
2. private network
3. provider routers with private tenant network
In general, data-plane tests should be exercised. Method is ping to other VM at different VM or outside Openstack environment.
By default router is centralized, 2 additional router types to include exclusive and distributed.
Things to watch out:
provider network depending on implementor might be different which requiring inputs from other implementors help to check.
