Move Keystone client tests from Keystone to Tempest

The Keystone project makes sure it runs against multiple versions of the Keystone client. We want to keep this check, but the way that it is implemented has some serious drawbacks for the Keystone project. Instead, we want the Keystone server to only have to know about the latest version of the keystoneclient, and move the tests for older clients from Keystone to tempest.
