Test python clients for stability

Projects are no longer allowed to cap versions of client libraries. We need tests to make sure that each client library works with all previous versions of their associated server processes.
Each client library should be gated on at least a run of tempest with the latest stable branch using clients from master.
There should be bitrot jobs for each stable branch that run tempest with clients from master.
