Add admin user to all isolated tenants

During debugging it is convenient view/modify the environment using Horizon GUI. in order to do that without logging as the randomly-generated tenant user, "admin" user needs to be added to the tenant user.
Adding this to the tenant creation on the isolated_creds module, probably only in debug mode will make test writers' life easier
