Add Tempest server
Tempest is a great tool for verifying existing OpenStack clouds. So Tempest is
not only for developers but also operators. However, it is hard to use Tempest
for operators because it is difficult to use for people not familiar with the
development tools such as python, testr and tempest.conf. So we should have
Tempest Server, Client, GUI. It reduces obstacles for running Tempest tests.
Tempest Server should be a base of the UIs.
