Add Logging Configuration

Tempest implements log output using logging library.
But getting the tempest log is a bit difficult because there is no configuration option in run_tests.sh.
This blueprint makes getting the tempest log easier by adding a common way to configure log output.
The tempest log helps developers analyze tests.
