Test the following properties:
InstanceId: This is a string that is optional and identifies the instance ID to associate with the EIP specified by the EIP property
EIP: This is a mandatory string which identifies the EIP address to associate with the instance
AllocationId: This is a mandatory string which identifies the Allocation ID for VPC EIP addresses
NetworkInterfaceId: This is a mandatory string which identifies the network interface ID to associate with the EIP
There are no attributes produced by this resource.
The test cases should test both YAML HOT and JSON CFN.
