Test the following properties:
Domain: This is a mandatory string which can only contain the contents "vpc". If set to vpc, the IP address allocation is associated to the VPC.
InstanceId: This is a mandatory string which is the instance ID to associate with the EIP
This resource produces the following attributes
AllocationId: This is a mandatory ID that AWS assigns to represent the allocation of the address for use with Amazon VPC. This is only returned for VPC elastic IP addresses.
The test case should test both YAML and CFN formats.
