Add Compute Admin API Tests

The Compute admin API, along with not being well documented, is also currently not tested very thoroughly. To fill this gap, we will add a series of comprehensive tests for the admin API to fill this gap. As there is quite a bit of ground to cover, we will break this development up into phases:

Part 1 - Admin Actions
-Pause/Unpause
-Lock/Unlock
-Suspend/Resume
-Stop/Start

Phase 2 - Hosts Extension (os-hosts)
Phase 3 - Hypervisors Extension (os-hypervisors)
