Novem is the code-name for Tcl 9 development; it's not yet under particularly heavy development, but is being studied for ways to support Unicode outside the BMP, very large data objects, and compilation to native code. It's also where we are looking to clear out nasty accumulated cruft from the API (especially the C API); things that didn't work as well as we'd hoped or which were made irrelevant by other changes.
