Use tooz to determine WBE worker members

Instead of having a periodic ping/pong act in the WBE worker, have workers join a group using tooz that the WBE engine/executor then looks up and directs requests to, this avoids the needed ping/pong discovery process that currently exists and uses only that as the way to find members of groups that can respond to tasks requests, instead of doing the ping/pong message queue 'act'.
