Expose fetch method to use jobboards

Like other uses, it would be great to expose a fetch() like functionality to get a jobboard impl (this is how engines can be loaded and how backends can be fetched), we should expose a similar function in the jobboard backends so that an appropriate impl. can be selected without having to directly import a given implementation.
