Move effort records to parent task when deleting a subtask

When deleting a subtask with effort records, at least offer the possibility to the user of moving the effort records to the parent task, instead of simply deleting the effort records. Additionally, consider allowing orphaned effort records, i.e. effort records without task so that effort records of root tasks that are deleted can also be kept around.
