Provide a user manual for each version of tarantool

In order to keep the user manual up to date, a manual needs to be updated whenever a patch adds or modifies server functionality. This is easiest to do when the user manual is part of the revision control and thus is part of every branch.
Choose a documentation format that can be used to generate the manual (texinfo?), write a manual, and
add git hooks that update the online manual on each push to the mainline.
